REGULATIONS FOR ADMISSION TO 5 yrs M.Ch.NEUROSURGERY

SUPER SPECIALITY MEDICINE COURSE

IN THE NIZAM’S INSTITUTE OF MEDICAL SCIENCES,

HYDERABAD

 

I.                   (a) These regulations may be called the Nizam’s Institute of Medical Sciences Regulations of Admission to Super-Speciality Course.

      

            (b) They shall apply to the courses of Super-Specialities in the institute.

III.      ELIGIBILITY FOR ADMISSION

(A)  Admission to the course shall be regulated as per AP Educational

Institutions (Regulation of Admission) Order, 1974 issued in G.O.P.No. 646,

dt 10-7-1979 of Education (w) department of Govt. AP and as amended from time

            to time. Nizam’s Institute of Medical Sciences is a Statewide University as per the

            Presidential Order. Accordingly, the admissions will be made as per the

            procedure described in the  annexure IV of  GOP 646 as mentioned below at

            column (B)with regard to local area reservation for AU (42%), OU (36%) and

            SVU (22%) university areas wherever necessary. The GOP 646 can be viewed

(B)  Annexure IV of GOP.646:   

Procedure for implementation of the reservation in favour of local candidates provided under the Andhra Pradesh Educational Institutions (Regulation of Admissions) Order, 1974 in respect of State-wide Universities and State-wide Educational Institutions (which are subject to the control of the State Government)

 

1. The number of available seats in the course of study shall first be computed by  

    deducting from the total number of seats provided in that course the number of  

    seats reserved for candidates from outside the State.

 

      2. If the number of available seats does not exceed 3 the provisions relating to   

          reservation in favour of local candidates shall not apply to such course.  Where, 

          however, the number of available seats exceeds 3 further action should be taken 

          in the manner set out in the following paragraph.


 

 3.The number of seats reserved in the aggregate in favour of local candidates in 

    relation to all the three University local areas, namely the Andhra University 

    area, the Osmania University area and Sri Venkateswara University area shall  

    be determined; this number shall be 85% of the available seats, any fraction of a 

    seat being counted as one, provided that there shall be atleast one unreserved 

    seat.

 

      4. The number of seats reserved in the aggregate in favour of local candidates of

          all the three University areas having been determined as provided under

          paragraph,3 the number of such reserved seats allocated in favour of the 

          candidates of each of the three University areas shall then be determined.  For    

          this purpose the number of reserved seats shall be allocated amongst the local 

          candidates of the Andhra University, Osmania University and Sri

          Venkateswara University local areas in the ratio of 42: 36: 22 respectively. 

          While allocating the reserved seats, fractions of a seat shall be adjusted by

          counting the greatest fraction as one and if necessary also the greater of

          remaining fractions as another, and where the fraction to be so counted cannot

          be selected by reason of fractions being equal, the selection shall be by lot.  

          There shall however be atleast one seat allocated for the local candidates in 

          respect of each local area. 

 

      5. From amongst all the eligible applicants whether such applicants are local

          candidates in relation to any of the three University local areas or not, a

          provisional list of admissions to fill all the available seats shall be drawn up. 

         This list shall be prepared on the basis of the relative merits of all the eligible

         applicants and the reservations in favour of Scheduled Castes, Scheduled

         Tribes, Backward Classes, Women etc., as provided in the relevant rules of

         admission.  The candidates included in the provisional admission list shall be

         arranged in order of merit or where the rules of admission provide for their

         arrangement in any other order, in the order so provided.

6.      The provisional admission list shall be scrutinized to ascertain the number of 

      local  candidates in relation to each University local area that find a place in 

      that list.  If the number of local candidates inrelation to each University area

      that find a place in the provisional admission list equals or exceeds the number 

      of seats reserved and allocated in favour of the local candidates of each such 

      area then such provisional admission list shall be deemed to be the final 

      admission list.

 

7.      If, however, on the scrutiny referred to in para 6 above it is found that the number of local candidates in relation to anyone or more University areas falls short of the number of seats reserved in favour of the local candidates of such University area or areas (referred to as “deficit University area or areas”) the local candidates in relation to the deficit University area or areas, not included in the provisional admission list, shall be arranged in order of merit in a separate list referred to as the remainder list.  Thereafter candidates finding a place in the provisional admission list and belonging to either of the following two categories, viz.:

 

(a) Non-local candidates (i.e.,those who are not local candidates in respect of any of the three University areas; and

 

          (b) Local candidates of any University area who are in excess of the number of

          seats reserved and allocated in favour of the local  candidates of such

          University area shall be successively eliminated in reverse order from the

          bottom of the provisional admission list and shall be replaced by local

          candidates in relation to the deficit University area or areas selected in order of

          merit from the Remainder list; so however, that the provisions relating to

          reservations in favour of Scheduled Castes, Scheduled Tribes, Backward

          classes, Women etc., are observed to the extent that these are not inconsistent 

          with the Andhra Pradesh Educational Institution (Regulation of Admissions) 

          Order, 1974.

 

    Whereas a result of the elimination of candidates falling under category (b)

    above the number of local candidates in relation to any University area

    remaining in the provisional admission list has been reduced so as to equal the   

    number of seats reserved and allocated in favour of the local candidates of that

    University area, there shall be no further elimination of candidates in respect of 

    that University area.  Likewise where as a result of the replacement by

    candidates from the Remainder list the number of local candidates in relation to

    any University area included in the Provisional admission list has gone up so as

    to equal the number of seats reserved and allocated in favour of the local

    candidates in relation to that University area, there shall be no further 

    replacement by local candidates in relation to that University area from the

    Remainder list.  This process of successive elimination and replacement shall

    continue until the number of local candidates in respect of each deficit 

    University area or areas, as the case may be, in the provisional admission list

    equals the number of seats reserved and allocated in favour of the local 

    candidates in respect of such University area or areas; at the stage, the

    provisional admission list as so modified shall be deemed to be the final 

    admission list.

 

                                                ILLUSTRATION

 

                Illustration ‘A’:- The number of available seats in a course of study is 101.  The  

                number of seats reserved in the aggregate in favour of local candidates in  

                relation to all the three University local areas viz., Andhra University, Osmania

                University and Sri Venkateswara University will be 85% of 101, the fraction

    being counted as one.  Thus the total number of reserved seats will be 86.   

   

 

 

  These 86 seats will have to be allocated amongst the local candidates in relation  

  to the three University areas in the ratio .

 Treating the fractions in the manner set out in paragraph 4 above, the number of  

 seats reserved and allocated in favour of Andhra, Osmania and Sri Venkateswara 

 University areas will be 36, and 19 respectively.  If in the provisional list of 

 admissions the number of local candidates in relation to the three University 

 areas is 38, 34 and 22, (the remaining 7 being non-local candidates) the 

 provisional list shall be deemed to be the final admission list.

 

 

 Illustration ‘B’:-If, in the case referred to under Illustration ‘A’, above, the 

 number of local candidates in relation to the Andhra, Osmania and Sri 

 Venkateswara University areas, are 38, 29 and 18 respectively 1(the remaining 

 16, being non-local candidates) the Osmania and Sri Venkateswara University  

 local areas will have to be treated as deficit University areas, the deficit being 2 

 seats in respect of the Osmania University area and one seat in respect of  Sri

 Venkateswara University area. The number of local candidates in relation to the

 Andhra University area has exceeded the total number of seats reserved and

 allocated in favour of that University area by two. Therefore, three candidates

 from amongst those who are non-local candidates or local candidates in relation

 to the Andhra University area will have to be eliminated from the bottom of

 provisional admission list and replaced by two local candidates in relation to 

 Osmania University area and one candidate in relation to Sri Venkateswara

 University area from the Remainder list. However, while there will be no

 restriction on the number of non-local candidates to be eliminated from the list,

 the number of local candidates in relation to the Andhra University area who may

 so be eliminated in the present case shall not exceed two since after the

 elimination of 2 such candidates the number of local candidates in relation to

 Andhra University area remaining in the provisional admission list will just equal

 36.i.e.,the number of seats reserved and allocated in favour of such candidates.

 Therefore if the last 3 candidates at the bottom of the provisional admission list

 are all local candidates in relation to the Andhra University area, the last 2 from 

 the bottom shall alone be eliminated and the 3rd candidate to be eliminated shall

 be the last non-local candidate in the provisional admission list.

 

 Illustration ‘C’:-If in the case referred to under Illustration ‘B’ any of the 

 candidate who is proposed to be eliminated is a Scheduled Caste candidate,

 whose replacement by a non-Scheduled Caste candidate will violate the rule of 

 reservation in favour of Scheduled Castes such Scheduled caste candidate shall

 be replaced only by the first available Scheduled Caste candidate in the

 Remainder list who is eligible for such replacement.

 

 Illustration ‘D’:-If in the case referred to under Illustration ‘C’ above there is no  

 Scheduled Caste candidate in the Remainder list who is a local candidate in 

 relation to the deficit University area to replace the Scheduled Caste candidate

 proposed to be eliminated from the provisional admission list, the later Scheduled

 Caste candidate shall not be eliminated from such list and the non-Scheduled

 Caste candidate immediately above him in such list being a candidate falling

 under a category liable for elimination, shall be eliminated instead.

 

( C )     The following categories of candidates are eligible to seek admission.

 

 

a.   All the candidates who have studied in a recognized educational institution or institutions in the State of Andhra Pradesh for a period of not less than four consecutive academic years ending with the academic year in which they appeared, or as the case may be first appeared in the relevant qualifying examination, or where during the whole or any part of such four consecutive academic years, they have not studied in any educational institutions, if they have resided in the State of Andhra Pradesh for a period of not less than four years immediately preceding the date of commencement of the relevant qualifying examination.

 

  1. Candidates who have resided in the State of Andhra Pradesh for a total period of ten years excluding periods of study outside the State of Andhra Pradesh or either of whose parents have resided in the State of Andhra Pradesh for a total period of ten years excluding periods of employment outside the State of Andhra Pradesh.

 

  1. Candidates who are children of parents who are in the employment of the State of Andhra Pradesh or Central Government, Public Sector Corporations, Local Bodies, Universities and other similar Quasi-Public Institutions within the State of Andhra Pradesh.

 

  1. Candidates who are spouses of those in the employment of the State of Andhra Pradesh or Central Government, Public Sector Corporations, Local Bodies, Universities and Educational Institutions recognized by the State of Andhra Pradesh or a University or other competent authority and other similar Quasi-public Institutions within the State of Andhra Pradesh.

 

  1. Candidates who are employees in the State of Andhra Pradesh, Central Government undertakings, Public Sector Corporations, Local Bodies, Universities and other similar Quasi-Public institutions within the State of Andhra Pradesh.

 

 

( D )    Any period of study in State-wide University or a State-wide educational

            Institution / State-wide course shall be disregarded for determining the

            University area.

   

IV.    APPLICATIONS

 

1.      Candidates may obtain the application form and regulations governing the admission by submitting a Demand Draft of. Rs.1600/- (Rupees One Thousand Six Hundred Only) in favour of the Director, Nizam’s Institute of Medical Sciences or by paying Rs.1600/-(Rupees One Thousand Six Hundred Only) in the NIMS Cash Counter in person.  Candidates desirous of obtaining applications by post have to enclose a DD of Rs.1600/- can be obtained from the Sub-Dean, Examination Cell, NIMS Punjagutta, Hyderabad 500 082. Fee once paid shall not be refunded even in the event that application is rejected.

 

2.      All applications duly filled in with all necessary documents   shall be delivered in   person or sent by Registered Post to the Sub-Dean, Examination Cell, Nizam’s Institute of Medical Sciences, Punjagutta, Hyderabad  -500 082, Andhra Pradesh on or before the prescribed date.

 

3.      The filled in applications received after the prescribed date and time shall not be considered.  The Institute will not be responsible for non-receipt of applications or delay in postal transit

 

4.       Applications need to be submitted enclosed with the necessary documents in the prescribed cover supplied by NIMS.

 

 5.  The candidates who are undergoing 12-months compulsory rotatory internship  

      and whose internship is likely to be completed on or before 30-06-2008 are also   

      eligible.  Such candidates shall have to submit a certificate from the Principal /  

      Dean of college regarding the likely date of internship completion in the proforma 

      provided in the application form, failing which their application will be rejected.

 

 

V.  NOTIFICATION

 

      Notification shall be issued by the NIMS inviting applications from the eligible  

      Candidates to appear for entrance test to Super Speciality course at NIMS.

 

VI. ENTRANCE TEST

 

          The entrance test consisting of multiple choice (objective) questions as described

          below.  The MCQs will be based on subjects as given below:

VII. METHOD OF SELECTION (5 YEARS M.Ch. NEUROSURGERY COURSE)

 

1.      Selection will be made based on the performance of the candidates at the 

      Entrance Test i.e.NIMSET-08  ( 5 yrs M.Ch.Neurosurgery)

2.      Candidates will be examined in the theory paper in the subject concerned. Merit list will then be prepared on the basis of the marks obtained by the candidates in the theory examination. (Entrance Examination)

3.      All the candidates who appeared for entrance  examination shall qualify themselves therein by securing a minimum of 50% of marks to be eligible for admission into the course.

4.      In case of equality of marks in the entrance examination, the total percentage of marks in MBBS (Excluding PPC, Non Medical subjects of 1st year integrated MBBS course) upto 2 decimal places shall be taken into consideration for fixing merit of the candidates.  If the entrance tests marks and MBBS marks are equal, marks obtained in the concerned subject (MBBS) shall be taken into consideration if the candidate opts for the same subject.  The concerned subject in MBBS for application of second tie break is defined as follows:

·        General surgery for candidates who applied for 5 years M.Ch.Neurosurgery course.

5.      The marks obtained by the candidates in the entrance examination and the names of the candidates selected for admission will be displayed on the notice board of the Institute/ website www.nimsexams.com. On the dates mentioned of the page 2 of the regulations.

6.      The selection shall be based on the merit in the entrance examination and as per the G.O.P.646, dt.10-07-1979.  They shall have to come for admission on the date notified.  The date of the admission is detailed at page 2 of the regulations.  Candidates have to report for admission in person with hall-ticket, bond (Annexure-I) and other required documents as detailed in Annexure-II.  Non-attendance to the admission shall render the candidate forfeiting his/her admission.  No request for postponing the date of admission or request to appear at an earlier date shall be entertained.  In the event a candidate fails to report for the admission at the date and time specified, the seat shall be offered to the next merit candidate as per the admission regulations.

7.      All those candidates who are selected for admission have to pay the fee as specified at rule XI (4) and submit the original certificates on the date and time specified on page 2.  Failure to submit the required certificates or pay the fee shall render the candidate in forfeiting the seat and such seat shall be allotted to the next merit candidate.  The candidates joining the course  have to submit the bond at the time of admission as per the format enclosed to the application at Annexure-I that they shall complete the course failing which the conditions of the bond shall be invoked.  The sureties on the bond should be not below the rank of Gazetted  Officers.  The signature of the surety should be supported by seal/rubber stamp.

8.      In all matters relating to selections and admission, the decision of the institute shall be final and binding on the candidates and selection cannot be questioned after admissions are closed.

VIII.  OTHER CONDITIONS

1.      The candidates appearing for entrance examination will not be paid any traveling  allowance.

2.      Candidates indulging in malpractice during the entrance examination will be disqualified and their hall-tickets shall be confiscated.  The marks of such candidates will not be displayed.

3.      All requests for re-evaluation have to be made within the stipulated time along with the copy of the hall ticket and payment of fee of Rs. 2000/- (Rupees two thousand only). Request for re-evaluation of the answer script of the entrance examination shall not be entertained beyond the time and date stipulated. (pl. see page 2).

4.      The student shall maintain strict discipline during the period of study/training programme in terms of conduct rules of the NIMS. Violation of the conduct rules will result in the cancellation of the admission of the candidate apart form invoking the terms and conditions of the bond. The candidate shall not resort to any strikes during period of their study in dereliction of their duties or air their views criticising the policies of the institute either before the print or electronic media or any where.

5.      The marks obtained by the candidates in the entrance examination shall be displayed on the notice board of the NIMS/website at the date specified on page no 2.

6.      In all matters relating to selections and admissions, the decision of the Institute shall be final and binding on the candidate and selections cannot be questioned after admissions are closed.

7.      The selected candidates shall join the course by the date prescribed. In case the selected candidate does not report by the date, the next candidate in the order of merit will be selected in his/her place. No extension of time will be entertained.

8.      The course is full time course. The candidate shall be full time resident. No postgraduate is allowed to do any private practice or consultation.

9.      The candidate shall not register for any other Degree / Diploma and continue the studies, unless specifically permitted by the institute.

10.  Accommodation will be provided to the candidates to the extent available on a rent fixed as per rules of Institute. They will have to necessary stay in the accommodation, if provided by the institute.

11.  Duties and responsibilities of students joining 5 years M.Ch Neurosurgery course shall be fixed by the institute from time to time. They will be required to pursue such works may be needed in the legitimate interest of patient care in the hospital.

12.  The selection of each student will be subject to medical fitness. The medical fitness will be decided by the Medical Board appointed by the Institute. The decision of the Medical Board shall be final.

13.  The performance of the candidate joining the course will be evaluated at the end of every six months by a committee constituted for the purpose and in case of unsatisfactory performance, the institute has the right to take appropriate action to extend the period of training or detain the candidate and make him/her ineligible for appearing for final examination including the removal of the name of the candidate from the rolls of the institute.

14.  The candidate shall maintain a logbook. There shall be entry of various special investigations done, procedure, operations performed, etc., by the candidate during the study period certified by the head of department. This shall be submitted to the examiners at the time of practicals and viva voce.

15.  The candidates admitted to 5 years M.Ch Neurosurgery course before being permitted to appear for the final examination shall be required to furnish proof of having undertaken research at the institute which may be in the form of manuscript of original articles if for publication or already accepted by an approved journal of he/she may present evidence of having published papers of research value in the subjects concerned in the journals recognized by the institute for this purpose and paper presented at the National Conference.

IX.  STIPEND AND BOND

 

        1. Stipend as fixed by the institute shall be paid to all such students who are regular            in attendance and attend to their duties to satisfaction of the controlling authorities.

  2. The candidate shall execute a bond on a stamped paper (non-judicial) of Rs.          

      100/- value along with two sureties not below the rank of Gazetted Officers   

      with seal undertaking that in the event the candidate discontinues the studies  

      during the middle of the course, he/she shall pay the bond amount along with   

      the full stipend and allowance amount received by him/her back to the 

      institute.

  3. Government of A.P. sponsored candidates will not be paid stipend.
