REGULATIONS FOR ADMISSION TO POSTGRADUATE MEDICAL COURSES IN
THE NIZAM’S INSTITUTE OF MEDICAL SCIENCES, HYDERABAD
I (a) These Regulations may be called the Nizam’s Institute of Medical
Sciences Regulations of Admission to Postgraduate Medical Courses.
(b) They shall apply to the Postgraduate Medical Courses in the Institute.

III.
STATUTORY RESERVATIONS
A.
Rule of
reservation for Scheduled Tribes (6%), Scheduled Castes (15%) and Backward
Classes (25%) shall be applied. The
seats reserved for the candidates belonging to the Backward classes shall be
allocated among the four groups of Backward classes as shown below.

B.
There shall be
3% reservation for physically handicapped (PH) with locomotor disability of
50-70% confined to lower limbs.
The statutory reservations shall be followed
by taking the total number of seats in all the courses. The reservation of seats for the year 2008

Note:
i.
The seats
reserved for scheduled Tribes shall be made available to Scheduled Castes and
Vice-versa, if qualified candidates are not available in the category.
If qualified candidate belonging to Scheduled
Castes and Scheduled Tribes communities are not available the left over seats
reserved for them shall be treated as unreserved seats and shall be filled by
the qualified candidates of General pool.
ii.
If qualified
candidates belonging to Backward class of a particular group are not available,
the leftover seats shall be adjusted for the candidates of next group. If
qualified candidates belonging to Backward classes are not available to fill up
the seats reserved for them, the left over seats shall be treated as unreserved
and shall be filled up with qualified candidates of General pool.
iii.
If qualified
candidates belonging to Physically Handicapped are not available, the leftover
seat/seats shall be treated as unreserved and shall be filled up with qualified
candidates of General pool.
IV.
ELIGIBILITY FOR ADMISSION:
Admission to the course shall be regulated as per AP Educational Institutions (Regulation of Admission) Order, 1974 issued in G.O.P.No. 646, dt 10-7-1979 of Education (w) department of Govt. AP and as amended from time to time and following the rule of reservation as indicated under Rule III above. Nizam’s Institute of Medical Sciences is a Statewide University as per the Presidential Order. Accordingly, the admissions will be made as per the procedure described in the annexure IV of GOP 646 as mentioned below at column(A) with regard to local area reservation for AU (42%), OU (36%) and SVU (22%) university areas. (A) Annexure
IV of GOP.646:
Procedure for implementation of the reservation in favour of local candidates provided under the Andhra Pradesh Educational Institutions (Regulation of Admissions) Order, 1974 in respect of State-wide Universities and State-wide Educational Institutions (which are subject to the control of the State Government)
1. The number of available seats in the course of study shall first be computed by deducting from the total number of seats provided in that course the number of seats reserved for candidates from outside the State.
2. If the number of available seats does not exceed 3 the provisions relating to reservation in favour of local candidates shall not apply to such course. Where, however, the number of available seats exceeds 3 further action should be taken in the manner set out in the following paragraph.
3.The number of seats reserved in the aggregate in favour of local candidates in relation to all the three University local areas, namely the Andhra University area, the Osmania University area and Sri Venkateswara University area shall be determined; this number shall be 85% of the available seats, any fraction of a seat being counted as one, provided that there shall be at least one unreserved seat.
4.The number of seats reserved in the aggregate in favour of local candidates of all the three University areas having been determined as provided under paragraph, 3 the number of such reserved seats allocated in favour of the candidates of each of the three University areas shall then be determined. For this purpose the number of reserved seats shall be allocated amongst the local candidates of the Andhra University, Osmania University and Sri Venkateswara University local areas in the ratio of 42: 36: 22 respectively. While allocating the reserved seats, fractions of a seat shall be adjusted by counting the greatest fraction as one and if necessary also the greater of remaining fractions as another, and where the fraction to be so counted cannot be selected by reason of fractions being equal, the selection shall be by lot. There shall however be at least one seat allocated for the local candidates in respect of each local area.
5. From amongst all the eligible applicants whether such applicants are local candidates in relation to any of the three University local areas or not, a provisional list of admissions to fill all the available seats shall be drawn up. This list shall be prepared on the basis of the relative merits of all the eligible applicants and the reservations in favour of Scheduled Castes, Scheduled Tribes, Backward Classes, etc., as provided in the relevant rules of admission. The candidates included in the provisional admission list shall be arranged in order of merit or where the rules of admission provide for their arrangement in any other order, in the order so provided.
6.The provisional admission list shall be scrutinized to ascertain the number of local candidates in relation to each University local area that find a place in that list. If the number of local candidates in relation to each University area that find a place in the provisional admission list equals or exceeds the number of seats reserved and allocated in favour of the local candidates of each such area then such provisional admission list shall be deemed to be the final admission list.
7.If, however, on the scrutiny referred to in Para 6 above it is found that the number of local candidates in relation to anyone or more University areas falls short of the number of seats reserved in favour of the local candidates of such University area or areas (referred to as” deficit University area or areas”) the local candidates in relation to the deficit University area or areas, not included in the provisional admission list, shall be arranged in order of merit in a separate list referred to as the remainder list. Thereafter candidates finding a place in the provisional admission list and belonging to either of the following two categories, viz.:
(a) Non-local candidates (i.e., those who are not local candidates in respect of any of the three University areas; and
(b) Local candidates of any University area who are in excess of the number of seats reserved and allocated in favour of the local candidates of such University area shall be successively eliminated in reverse order from the bottom of the provisional admission list and shall be replaced by local candidates in relation to the deficit University area or areas selected in order of merit from the Remainder list; so however, that the provisions relating to reservations in favour of Scheduled Castes, Scheduled Tribes, Backward classes, Women etc., are observed to the extent that these are not inconsistent with the Andhra Pradesh Educational Institution (Regulation of Admissions) Order, 1974.
Whereas a result of the elimination of candidates falling under category (b) above the number of local candidates in relation to any University area remaining in the provisional admission list has been reduced so as to equal the number of seats reserved and allocated in favour of the local candidates of that University area, there shall be no further elimination of candidates in respect of that University area. Likewise where as a result of the replacement by candidates from the Remainder list the number of local candidates in relation to any University area included in the Provisional admission list has gone up so as to equal the number of seats reserved and allocated in favour of the local candidates in relation to that University area, there shall be no further replacement by local candidates in relation to that University area from the Remainder list. This process of successive elimination and replacement shall continue until the number of local candidates in respect of each deficit University area or areas, as the case may be, in the provisional admission list equals the number of seats reserved and allocated in favour of the local candidates in respect of such University area or areas; at the stage, the provisional admission list as so modified shall be deemed to be the final admission list.
ILLUSTRATION
Illustration ‘A’:- The number of available seats in a course of study is 101.The number of seats reserved in the aggregate in favour of local candidates in relation to all the three University local areas viz., Andhra University, Osmania University and Sri Venkateswara University will be 85% of 101, the fraction being counted as one. Thus the total number of reserved seats will be 86. These 86 seats will have to be allocated amongst the local candidates in relation to the three University areas in the

ratio of 42:36:22. This will result in an allocation of 36 ----- 30 ------ 18 ----

Treating the fractions in the manner set out in paragraph 4 above, the number of seats reserved and allocated in favour of Andhra Osmania and Sri Venkateswara University areas will be 36, 31 and 19 respectively. If in the provisional list of admissions the number of local candidates in relation to the three University areas is 38, 34 and 22 (the remaining 7 being non-local candidates) the provisional list shall be deemed to be the final admission list.
Illustration ‘B’:-If, in the case referred to under Illustration ‘A’, above, the number of local candidates in relation to the Andhra, Osmania and Sri Venkateswara University areas are 38, 29 and 18 respectively 1(the remaining 16, being non-local candidates) the Osmania and Sri Venkateswara University local areas will have to be treated as deficit University areas, the deficit being 2 seats in respect of the Osmania University area and one seat in respect of Sri Venkateswara University area. The number of local candidates in relation to the Andhra University area has exceeded the total number of seats reserved and allocated in favour of that University area by two. Therefore, three candidates from amongst those who are non-local candidates or local candidates in relation to the Andhra University area will have to be eliminated from the bottom of provisional admission list and replaced by two local candidates in relation to Osmania University area and one candidate in relation to Sri Venkateswara University area from the Remainder list. However, while there will be no restriction on the number of non-local candidates to be eliminated from the list, the number of local candidates in relation to the Andhra University area who may so be eliminated in the present case shall not exceed two since after the elimination of 2 such candidates the number of local candidates in relation to Andhra University area remaining in the provisional admission list will just equal 36.i.e.,the number of seats reserved and allocated in favour of such candidates. Therefore if the last 3 candidates at the bottom of the provisional admission list are all local candidates in relation to the Andhra University area, the last 2 from the bottom shall alone be eliminated and the 3rd candidate to be eliminated shall be the last non-local candidate in the provisional admission list.
Illustration ‘C’:-If in the case referred to under Illustration ‘B’ any of the candidate who is proposed to be eliminated is a Scheduled Caste candidate, whose replacement by a non-Scheduled Caste candidate will violate the rule of reservation in favour of Scheduled Castes such Scheduled caste candidate shall be replaced only by the first available Scheduled Caste candidate in the Remainder list who is eligible for such replacement.
Illustration ‘D’:-If in the case referred to under Illustration ‘C’ above there is no Scheduled Caste candidate in the Remainder list who is a local Candidate in relation to the deficit University area to replace the Scheduled Caste candidate proposed to be eliminated from the provisional admission list, the later Scheduled Caste candidate shall not be eliminated from such list and the non-Scheduled Caste candidate immediately above him in such list being a candidate falling under a category liable for elimination, shall be eliminated instead.
B. The following categories of candidates are eligible to seek admission.
a. All the candidates who have studied in a recognized educational institution or institutions in the State of Andhra Pradesh for a period of not less than four consecutive academic years ending with the academic year in which they appeared, or as the case may be first appeared in the relevant qualifying examination, or where during the whole or any part of such four consecutive academic years, they have not studied in any educational institutions, if they have resided in the State of Andhra Pradesh for a period of not less than four years immediately preceding the date of commencement of the relevant qualifying examination.
b. Candidates who have resided in the State of Andhra Pradesh for a total period of ten years excluding periods of study outside the State of Andhra Pradesh or either of whose parents have resided in the State of Andhra Pradesh for a total period of ten years excluding periods of employment outside the State of Andhra Pradesh.
c. Candidates who are children of parents who are in the employment of the State of Andhra Pradesh or Central Government, Public Sector Corporations, Local Bodies, Universities and other similar Quasi-Public Institutions within the State of Andhra Pradesh.
d. Candidates who are spouses of those in the employment of the State of Andhra Pradesh or Central Government, Public Sector Corporations, Local Bodies, Universities and Educational Institutions recognized by the State of Andhra Pradesh or a University or other competent authority and other similar Quasi-public Institutions within the State of Andhra Pradesh.
e. Candidates who are employees in the State of Andhra Pradesh, Central Government undertakings, Public Sector Corporations, Local Bodies, Universities and other similar Quasi-Public institutions within the State of Andhra Pradesh.
C. Any period of study in State-wide University or a Statewide educational institution/State-wide course as defined in the schedule to the Presidential Order, 1974 shall be disregarded for determining the University area.
V. APPLICATIONS:
1.
A candidate can
apply for one subject only. Application without mention of subject name shall
be rejected. Change of subject name is not permitted after application is submitted.
2.
Candidates may
obtain the application form and regulations governing the admission by
submitting a Demand Draft of. Rs.1600/- (One Thousand Six Hundred Only) in
favour of the Director, Nizam’s Institute of Medical Sciences or by paying Rs.1600/-(Rupees
One Thousand Six Hundred Only) in the NIMS Cash Counter in person. Candidates desirous of obtaining
applications by post have to enclose a DD of Rs.1600/- can be obtained from the
Sub-Dean, Examination Cell, NIMS Punjagutta, Hyderabad 500 082.
3.
All applications duly filled in with all
necessary documents shall be delivered
in person or sent by Registered Post to the Sub-Dean, Examination Cell, Nizam’s
Institute of Medical Sciences, Punjagutta, Hyderabad -500 082, Andhra Pradesh on or before the prescribed date.
4.
The filled in
applications received after the prescribed date and time shall not be
considered. The Institute will not be
responsible for non-receipt of applications or delay in postal transit
5.
Applications
need to be submitted enclosed with the necessary documents in the prescribed
cover supplied by NIMS.
6.
A Candidate
once chosen a subject is not allowed to choose another subject under any
circumstances once the application form is submitted.
VI. ELIGIBILITY:
1.
Candidates who
have passed MBBS examination from Medical Colleges recognized by MCI and
completed Internship at the time of their applying are eligible. Candidates who will be completing Internship
on or before 31/03/2008 are also eligible to apply, provided that the candidate
submits the certificate mentioned in the application filled and certified by
the Principal/Dean and declaration by the Candidate.
2.
No condonation
of compulsory rotating internship shall be accepted unless approved by the
Medical Council of India (MCI) along with necessary proof of approval of the
MCI. The condonation of compulsory
rotating internship shall be restricted to the period up to 31/03/2008 and not
beyond that date. The condonation
certificate must be submitted along with the application form only.
3.
The candidates
who have already registered for any degree or studying regular course and
applying for admission to another course in the NIMS, shall resign such
Training /course in the Institute duly fulfilling the conditions of the bond
and failure to do so, their applications for admission to the other course will
be rejected.
VII. NOTIFICATION
Notification shall be issued by the NIMS inviting applications from the
eligible
candidates to appear for entrance test to Postgraduate Degree Courses at
NIMS.
VIII.
ENTRANCE TEST

There shall be
a separate paper for each course in the entrance test consisting of
multiple choice (objective) questions as described below.

2. The syllabus for Entrance
Test shall be that of MBBS standard of the Universities
in Andhra Pradesh State.
3.
The entrance test shall be conducted at the venue and date and time
specified by
the institute (Please see cover page 2)
4. All the candidates who appear for entrance
examination shall Qualify themselves
therein, by securing a minimum of
50% of marks to be eligible and
40% to SC ,
STs and Other Backward Classes
candidates to become eligible
for admission
into Post Graduate course.
5. Candidates appearing for
entrance test will not be paid any traveling allowance.
6. Request for re-evaluation of
the answer sheets of the entrance examination shall
be entertained on payment of Rs.2000/- with application within the time
stipulated
by the Institute (Refer to page 2). Request for re-evaluation must be
submitted in
the Sub-Dean’s Office.
